What is Germany’s vision of European defense? How does Germany see its own role, and what do Germany’s European allies expect from the continent’s largest economy and largest defense spender when it comes to defense burden sharing? This seminar will highlight the leadership challenges on European defense, consider how Germany’s role has changed, and seek to outline common ground on the way forward.
Dr. Volker Ullrich has been a member of the CSU since 1992. He graduated from the University of Augsburg with a degree in law and worked as a lawyer from 2005 to 2011. From 2002 to 2011 he was a city councillor in Augsburg, and from 2011 to 2013 he was professional city councilor and head of the regulatory department of the city of Augsburg. Dr. Ullrich was elected to the Bundestag in 2013. He is a member of the committee on European Union Affairs.
Omid Nouripor has been a member of the Greens since 1996. He became a German citizen in 2002. Mr. Nouripor attended University of Mainz and studied German, political science, philosophy, and economics. Mr. Nouripour was elected to parliament in 2006 and is the second member to be of Iranian descent. From 2006-2013, Mr. Nouripour was a member of the defense and budget committee. He also was on the committee of Human rights and Humanitarian aid from 2014-2017. He has been a member of the Foreign Affairs committee since 2014.
Slawek Debski is currently the director of the Polish Institute of International Affairs. He is also a member of the Transatlantic Task Force of the German Marshall Fund and the Federal Chancellor Helmut Schmidt Foundation. Prior to joining the Polish Institute of International Affairs, he was head of the Center for Polish-Russian Affairs Dialogue and Understanding from 2011-2016. He graduated from Jagiellonian University and earned his Ph.d. in history in 2002. Dr. Debski specializes in NATO, Polish foreign policy, External affairs in the EU, Transatlantic relations, and domestic and foreign policy of Russia.
Claudia Major, whose fields of interest include Common Security and Defense Policy (CSDP), crisis management, armed forces, German defense and security policy, and NATO has an extensive working experience with some of Germany and Europe’s most prominent think-tanks. Ms. Major has taught at the Institut d’Etudes Politiques/Sciences Po Paris starting in 2006. She has been a member of the Advisory Board for Civilian Crisis Prevention of the Federal Foreign Office since 2010. From 2008-2009 she worked for the Center for Security Studies at ETH Zurich; she spent one year at the European Union Institute for Security Studies (EU ISS), has been Fellow of the European Foreign and Security Policy Studies Program, and worked in public affairs at IPA Network Berlin, from 2001 to 2003. She started her professional career in German Council on Foreign Relations (DGAP) in 2000.
David Bertolotti is director of institutional and international affairs at Eutelsat. He was appointed ambassador of France to the Hashemite Kingdom of Jordan by Presidential Decree in 2015. Previously, he served as the Office Director for nuclear disarmament and nonproliferation at the Directorate for Strategic Affairs, Security and Disarmament at the French Ministry of Foreign Affairs. In this capacity, he was also the lead French expert and head of the team of diplomats and engineers assisting the political director and chief French negotiator for the Iran nuclear talks. In 2010, Ambassador Bertolotti was Second Counselor, Director of the French Institute in the United Arab Emirates, at the French Embassy in Abu Dhabi until 2012.
