What is the nature of power in the post-Cold War era? Can national governments retain their strength and authority in a globalized world? Or will cities and other local actors deal with these problems more effectively? This Issue Brief by Klaus Segbers explores emerging centers of political, social, cultural, and technological power. He argues that Globalizing City Regions (GCRs) are harnessing the power of democracy and connecting flows of resources, people, and capital in the face of weakening national governments. This power shift from nation-states to cities is a critical theme for the twenty-first century as the majority of the world’s population now lives in urban areas.
