Past Fellow Dr. Patrick Keller writes that, although German military power has come a long way since the beginning of the 1990s, domestic publics have put up obstacles that will make future security policy more difficult. Defense spending has troubled German policymakers and the Bundeswehr leadership in their efforts to transform German armed forces to become more intervention-capable. All this is happening at a time, when Germany is looked upon as the a leader within the European Union.
